[agents] FIPA chair

Dear Jim, all,
my personal opinion is that the choice of the next chair and co-chair will deeply influence the future of FIPA.
I think FIPA needs to start a new era. The first sign of that should come from the names of the leaders. 

IMHO these two persons should be very renowed in their industrial/academic agent-related activity and, if possible, new to FIPA. 
This would send a clear message of renovation and it would ensure the necessary autority to an organization with such an important history.

I kindly ask to all the members, if they agree with my thoughts,  to think about people who can satisfy these criteria and invite them.
