[Csmatters] MSDE report on K-12 solution for CS and IT???

Has anyone heard of this report?
* The Maryland State Department of Education (MSDE) has created a report,
“A K-12 Solution for Computer Science and Information Technology"*

Kara from Baltimore County referenced it in the report Andrew Coy is
putting together.

I can't find it on the MSDE site anywhere on the CS pages
