[agents] Release 0.13.0 of the SARL agent programming language

Dear Colleagues.


I am glad to announce the new major version 0.13.0 of the SARL agent
programming language.

Three major changes are provided.
1) Transition from Java 8 to Java 17: Java 17 becomes a minimal
requirement.
2) Novel SARL Project Structure that will help SARL contributors to
focus on specific modules.
3) Integration of a Goal-oriented Behavior in the SARL API from typical
video game applications.
